My laptop can't detect the HDMI port and my Samsung TV shows no signal. When I run xrandr, my HDMI port doesn't show in the output.

On television, go to Menu -> Input -> Edit name -> HDMI and set it to PC or DVI PC.

This guy had a similar problem, and solved it by installing Intel graphics drivers.

hdmi not showing up in xrandr

Which are, if I'm not mistaken, in the official repos, so a simple

sudo apt install xserver-xorg-video-intel

should do the trick.
