I am trying to configure evdev to pass a mouse through to a virt-manager VM. Why is ubuntu touching the /dev/input/event device instead of the defined one?

ls on the device shows this:

ls -l /dev/input/by-id/usb-Logitech_USB_Receiver-if02-event-mouse
lrwxrwxrwx 1 root root 9 Dec 23 19:41 /dev/input/by-id/usb-Logitech_USB_Receiver-if02-event-mouse -> ../event3

However I am seeing an err in dmesg originating from apparmor

[  140.456269] audit: type=1400 audit(1577159023.967:46): apparmor="DENIED" operation="open" profile="libvirt-b098220f-003d-4f4e-8e5d-eb8c64411f23" name="/dev/input/event3" pid=3032 comm="qemu4.1-system-" requested_mask="wr" denied_mask="wr" fsuid=1000 ouid=0

I have specifically called out the device in qemu.conf in the cgroup_device_acl as

and /etc/apparmor.d/abstractions/libvirt-qemu as

/dev/input/by-id/usb-Logitech_USB_Receiver-if02-event-mouse rw,
