I've heard that on some systems, /tmp is actually an in-memory filesystem. Does that mean that if I have a machine with a 1TB HDD, and 8 GB RAM, and I try to write a 30 GB file to /tmp, this write will fail because there's not enough room for it?

Yes. I also use tmpfs (8 GB allocated) and have mistakenly tried to download a 10 GB file to /tmp. – ajgringo619 Nov 22 '19 at 19:21
