Is there any way to do a sort of in-place upgrade to CentOS Stream? I'm currently running CentOS 8 and for various reasons would like to switch over to the new Stream version. Is it possible to do without having to reinstall the OS?

Not that I know of. Backup your system and boot a Stream image of your choice to install it. Make sure you look at the release notes.
