User namespaces isolate [...] the root directory [...].

I thought root is more of a concept like we build houses on the floor. So if I wanted a user to have a different view on the filesystem I'd put him into a different mount namespace, where the kernel mounts the filesystems as desired and with pivot_root I declare the new root directory and everybody is happy. So no need for a user namespace isolating root dir. What am I understanding wrong?
