I want to upgrade from Fedora 28 to Fedora 30 but I always reach the next error during the upgrade command execution (dnf system-upgrade download --releasever=30):

The downloaded packages were saved in cache until the next successful transaction.

I see this dependency exists in this fedora mirror https://www.mirrorservice.org/sites/dl.fedoraproject.org/pub/fedora/linux/releases/30/Everything/x86_64/os/Packages/s/. I tried to add the mirror with this command:

dnf config-manager --add-repo https://www.mirrorservice.org/sites/dl.fedoraproject.org/pub/fedora/linux/releases/30/Everything/x86_64/os/

and then executed dnf update which downloaded some libs and terminated with Error: GPG check FAILED. After that I tried to continue upgrade process with the command dnf system-upgrade download --releasever=30 but the error No more mirrors to try still appears.

How to force fedora to download necessary dependencies from www.mirrorservice.org?
