I have dual booted Windows and Arch Linux on my laptop.

When I was using Windows, I noticed that Windows is able to create an access point even when it's connected to the Wi-Fi without disconnecting the wireless connection.

I tried to reproduce the same in Network Manager but I'm able to use my wireless card for connecting to the Wi-Fi alone. I am unable to start a hotspot while I'm connected to the Wi-Fi without disconnecting it.

How can I reproduce this behavior of Windows on Linux?

    Many modern WLAN cards can simultaniously use WLAN in different modes. Check the iw phy output of your card, heading valid interface combinations. I am not using network manager, so I can't tell you how to configure it with network manager. It's easy to do directly with iw. – dirkt May 31 at 9:20
