So in this case, we have 3 machines, A (me), B (intermediate), and C (goal). I can ssh from A -> B no problem. B -> C also works, but the key on B is protected by a passphrase. I want to have an ssh config similar to below so I can just do ssh C from A, enter the needed passphrase and be good to go, but the passphrase is causing issue.

Host C
    ProxyCommand ssh -o 'ForwardAgent yes' B 'ssh-add && nc %h %p'

This works fine when I remove the passphrase from the key on B, but I would like to keep that in place. With the passphrase, it fails on the public key.
