Due to a hardware failure I had to move the Linux system from the Phenom II where the frequency stayed at 800 Mhz and scaled up when necessary, to an A6 APU system, where the frequency always stays at 1.27 GHz and sometimes scales down to 800 MHz. If I switch the governor to Powersave, all cores do go down to 800 MHz, but I require Ondemand.

Is there any way to instruct the Ondemand governor to scale down to the lowest possible frequency instead of hovering a few steps above it?

The system runs 4.16.11-100.fc26.x86_64 kernel.
