I have used the following command

sudo apt-get install coinor-cbc

and get the following result

coinor-cbc is already the newest version

However, when I am building a package which require some non-standard libraries along side cbc, I get the following error

--no package 'cbc' found

I don't know why this happens.  I thought maybe its for the name difference...(coinor-cbc, and cbc) or should I use PKG_CONFIG_PATH to define the path for cbc?

    coinor-cbc is probably only a runtime package - to get the development libraries you likely need the corresponding dev package (possibly coinor-libcbc-dev - but you should edit your question to include the name and version of your OS/distribution) – steeldriver Dec 23 '18 at 2:30
