For most of my applications, entering Compose " o results in ö (LATIN SMALL LETTER O WITH DIAERESIS). In Konsole, it results in ̈́o (COMBINING GREEK DIALYTIKA TONOS followed by LATIN SMALL LETTER O). However, Compose o " does result in ö (LATIN SMALL LETTER O WITH DIAERESIS).

I have tried switching input methods between xim, fcitx, and ibus, following guidance from Understanding & setting up different input methods and the KDE Compose key tutorial, but in all circumstances, the behaviour of Konsole remains distinct from my other applications. I have read How can I type Unicode characters into KDE's Konsole terminal from a Gnome desktop?, but this is about using hexadecimal based keyboard combinations as an input method, rather than Compose key combinations. The file /etc/X11/xinit/xinput.d/default on my system refers to a manual in /usr/share/doc/im-switch/, but this directory is not available on my system (Kubuntu 16.04). How can I make Konsole compose combinations respect the rules in /usr/share/X11/locale/en_US.UTF-8/Compose and ~/.XCompose?
