After manual installation with debootstrap my server always uses the local time. I've already tried to set the timezone to UTC, but it didn't worked. The timezone was set with the following command:
cp /usr/share/zoneinfo/Europe/Berlin /etc/localtime
I would like to force the servers to always use UTC as the timezone.

ls -al /etc/localtime

I've already tried to configure the timezone by the following commands with no effect:
dpkg-reconfigure tzdata
cp /usr/share/zoneinfo/UTC /etc/localtime
ln -s /etc/localtime /usr/share/zoneinfo/UTC
ln -s /etc/localtime /usr/share/zoneinfo/Etc/UTC
I can't see any warning or error messages.
Do you have an idea what could be the reason for the wrong time zone?
