I have a chromebook with no FN key, and I want to map the top row which is picked up as function keys, to be multimedia keys normally, and function keys with a modifier.

So i'm trying to use shift as the modifier to execute two different actions (for example using F5 which is keycode 71):

keycode  71 = XF86MonBrightnessUp Home F5 F5 F5 F5 XF86Switch_VT_5

Then pressing F5 with no modifiers works, brightness up is executed, but Shift+F5 does not execute Home key, in terminal, in firefox or anywhere else.

This is the output in xev is:

No modifier:

Why is xmodmap not working for this purpose?
