I have Wifi device which is locked to support just one network provider. While trying to get some info about the process to unlock it for other providers, I got a binary file which is supposed to be flashed on the device's ROM.

Does there exists a utility on Linux Mint 18.2 that would allow me to flash that image on the device? The device has a Qualcomm chip.
