When I write a code in bash for instance that copies a file, when the file doesn't exist, in the terminal I see an error similar to "file not found", if the script user isn't granted the permission the error shown up is similar to "permission denied".

Basically, whatever the programming language, when you write code to copy a file for instance, the programming language you're using will ask the OS (linux in my case) to do that, if something wrong happens, the OS will respond with the convenient error (code+message).

Is there a command I can run that will list all standard error codes on the system?

    All the errors of what command? Every single one installed on your system? All bash errors? All cp errors? – terdon Nov 29 '16 at 9:33

    see errno.h, basically 2 => no such a file or directory, 13 => permission denied, etc ... – Archemar Nov 29 '16 at 10:19

    Sorry but the errors mostly depend on the program you are using. You can see a list of standard ones with errno -ls but there's no guarantee that a specific application will be using those. – terdon Nov 29 '16 at 11:09

The errno command can do this. From man errno:

DESCRIPTION
       errno looks up errno macro names, errno codes, and the corresponding descriptions. For example, if given ENOENT on a Linux system, it prints
       out the code 2 and the description "No such file or directory". If given the code 2, it prints ENOENT and the same description.

OPTIONS
       -l, --list
              List all errno values.

So, to see all of them, run:

$ errno -ls

    errno is not part of base Debian. To get it, do a sudo apt-get install moreutils. – Michael Yanni Aug 18 '17 at 20:24
