It seems to need something with modem-manager. Any help ?

For now I am using network-manager, but I would like modemmanager to do the needed changes.

ModemManager (currently) only works with modem devices that expose at least one control port. Your Huawei device looks to be a HiLink based device, which just exposes an ethernet network interface through cdc_ether; and the only way to connect that device in that mode is just by running a DHCP client on it (e.g. configuring NetworkManager to try dynamic IP addressing on that specific interface). Once that is done, you'll get e.g. a 192.168.8.2 IP address set in that network interface, and a default route to 192.168.8.1 (the virtual gateway in the modem).

I said currently earlier because HiLink devices do have a control interface; once the network interface is connected, a website appears in 192.168.8.1 exposed by the modem itself, with a web services API that allows e.g. monitoring signal quality and other things. There is some in-progress work being done in ModemManager to support this kind of management, but just not ready yet.
