I want to learn Linux or Unix, but I don't want to install on my machine. Is there any site or any other way to practice Linux online?

If you do not want to install Linux/Unix and just try it out, download a Live USB/DVD for the distribution you want to test. There are small (several 100MB) ones like Trinity, Ultimate boot cd: see http://lifehacker.com/5984707/five-best-system-rescue-discs and normal desktop versions like Fedora, Ubuntu, BSD, Solaris and OpenIndiana.
Besides Cygwin and a virtual machine, you could get an online server/VPS that runs Linux, e.g. DigitalOcean. This has the advantage that you can get many different Linux distros installed easily.
