comment Allow user to run a command with arguments (which contains spaces)
Interesting, I wonder if that's exploitable, i.e. convince sudo you typed one thing (which matches the specification) but when it comes to execute it, it is something else entirely.

comment Why is it find dir -name file and not find -n dir file?
I agree, I'm just suggesting the OP is placing too much emphasis on the difference between flags and arguments.

Also, there's not really any difference between arguments and flags, they're all just arguments.

comment rsync files that are in remote directory's subfolder
I don't fully understand this phrase, "How can I copy from the remote subfolders only the newer files at my local subfolders" - can you give examples, i.e. files in both locations, which are newer or older and which ones you want to copy and in which direction.

I think it's actually a known issue with urxvt, a quick search shows several queries asking why wall's don't arrive.

wall displays either the contents of a file (when run as wall file) or it's standard input (so run as echo hello | wall). wall <text> doesn't work on Linux.
