Because tar preserves hard-links. In GNU tar, at least, you can disable this behaviour with --hard-dereference

@StéphaneChazelas: programs can easily find out if they're being piped to by checking where stdin is a tty or not, so it's not unheard of for programs to behave differently if data is being piped into them. I can't recall ever seeing a version of date that did that though.
