This doesn't actually help me. Despite the --app flag, and the .desktop file, Chrome groups all its application windows (on Gnome Shell, but not Unity -- which breaks alt-tab and window switching so is not a solution either :))

It looks like you installed rails outside of your path, indeed. Try finding where you installed it by looking at the scripts from the link you provided, and then add the folder containing rails to the path. Alternatively, since the whole thing seems amateurish (OS X-ish, even), do sudo apt-get install rails as the prompt says...

Two complaints: 1) I don't like automation of brightness; and more importantly 2) xbacklight won't work for me. This is why I have to interact via setpci directly.
