You could try contacting the package maintainer and request an update for F20. I've done this in the past, and surprisingly it was done very quickly. You could also take your chances with pip and install pandas from PyPI.

rpm -q -l whatever-package won't return an error. It will just report "package whatever-package is not installed".

Since python3-pandas seems to be a subpackage of python-pandas, see if sudo yum install python-pandas makes pandas available for your python3.

While booting, does grub show you a menu? If so, edit the linux line and remove rhgb and quiet, then allow it to try to boot. Ton's of messages should stream down your screen and hopefully some of them will help diagnosis the problem(s).

Most keep all the packages current by using the Package Manager or as root executing yum update from a command line. Done frequently, and with a decent Internet connection, it doesn't take long, but you've got a bit of catch-up to do. To use the new kernel, you'll need to reboot after the update is done.
