Well, at least if I ask for last tuesday today, date -d 'last tuesday' I get Di 27. Aug 00:00:00 CEST 2013 (which is last tuesday in German locale).

I'm not sure whether I understand your critique. It's 2013 this year, so the example from the question doesn't fit. What should be the absolute date for the question, and what does my approach return instead (maybe: why)?
