@tripleee: only thing that like that, which comes to mind is Windows 98 Pan-European version, which was in English, but with European locale and support for European characters. I've not heard of any attempt to create official Pan-Euro locale.

it's not. the fact that modules are loaded dynamically does not change the fact, that they are run with full kernel privileges, and as part of monolithic kernel.
