Part of this seems to be that PuTTY causes the meta key to be Esc instead of Alt. This doesn't explain why C-b C-Right does not resize the pane, but I'm closer to solving this mystery.

I am having the same issue on Fedora 21. I haven't found a fix, but one work-around is to create a VPN connection as root with the command sudo openvpn --config client.ovpn (where client.ovpn is the OpenVPN client profile downloaded from the server).
