The MusicBrainz database that Picard uses is user-editable. You can create new entries for artists, works (songs) and releases (albums/EPs), and then use Picard to re-tag/move the files. It's a bit of effort, but it works - and it's helpful to others.

@Glutanimate: No, that's not true, Okular supports at least: pop-up notes, inline notes, text highlighting, text underlining, freehand lines, polygons, ellipses and rectangles, and each type of annotation can have a text note attached. I just tried it, and it worked fine opening the annotations in PDF-Xchange Viewer.
