Seen some exit vnc-on-disconnect too, like for x11vnc, that has a persistence option: karlrunge.com/x11vnc/x11vnc_opts.html#opt-forever. Might be that you have something in a rather hidden place like under /etc/default/?

As this corresponds to Debian Squeeze 6.0.2 with Linux Kernel 2.6.38, it would be fine for me. At least this is a workaround as long as you can't figure out more details to work towards the root cause of your initial problem.
