Sorry, I don't know any further. Best try to fix the polkit issue, I'd have guessed the cpufreq-set doesn't honor it, but maybe it does after all... (How about cpufreq-set -g powersave and lsmod | grep cpufreq to check if the modules are loaded?)

(2) Either try modMask instead of controlMask (as it is set to mod4Mask in your config) or use XMonad.Util.EZConfigs additionalKeysP with prettier keyspecs like M+f instead of (modMask, xK_f). (Don't forget to import this function instead, then.)
