I'm not sure in which way the USB adapter appears in your system; assuming it's usb0, you could try ifup usb0 -- if this works, auto usb0 should solve your problem. But I'm unsure about this, I suspected the USB device should end up as an eth* device (check dmesg) in which case your configuration should already work.

Can't answer this question, but some pointers: Here's what irssi does to save a received file (see void sig_dccget_connected), and here's someone's hints regarding the ETXTBSY. Maybe you can try to approximate what irssi does via command line to corner the issue?

From what I understood in simple-cdds HowTo, it should do exactly what you describe, i.e. pre-fetch all packages so the installer CD doesn't depend on an internet connection. Have you got any details, what you tried, what could have failed with using simple-cdd?
