I think this error message was from my usb mouse, how could I know that?

systemd-udevd[225]: error opening ATTR{/sys/devices/pci0000:00/0000:00:1a.0/usb1/1-1/1-1.3/1-1.3:1.0/power/control} for writing: No such file or directory

lsusb:

And the driver doesn't support power management, so how do I stop udev from inspecting it?

This looks like a syntax error in your udev rules. Maybe an ATTR{foo}=bar that should be ATTR{foo}==bar (or ATTRS). – Gilles Oct 24 '12 at 0:14
