Please suggest to me the lightest Debian Linux release with console only (no GUI). Please don't suggest any net install like netinst. I need an ISO of that release which is capable to boot and install from.

Later I'll install my own chosen GUI and applications for my needs from Debian/Ubuntu repositories.

I'm pretty sure that you can choose what you want when install debian. Follow this link for more information.

Basically this. Grab the big fat DVD iso and you will have most packages on disk. Choose minimal installation. – Tim Jun 6 '12 at 18:01
