Do you have access to your web server logs? Check last few lines, it will say what file it can't read. It's not related to your config.inc.php file I think, you just need to tune permissions. Check phpMyAdmin directory (should be 755) and index.php (should be 644).

yes it is not the config.inc.php's fault , it turns out i don't know there is a conf.d folder. since i haven't create an phpMyAdmin.conf under that folder , it in deault deny all connection. –  dannynjust Mar 10 '12 at 9:18

You have file permission problems.

A page on the link you provde has info on file permissions to set:

http://docs.phpmyadmin.net/en/latest/faq.html#the-error-message-warning-mysql-connection-failed-can-t-connect-to-local-mysql-server-through-socket-tmp-mysql-sock-111-is-displayed-what-can-i-do

It would be better if you gave some more details about how to fix this and provide the link for backup information. –  Anthon Nov 13 '13 at 11:23
