Can you add details about how your network is configured, please? Are you using network manager or /etc/network/interfaces? Please post relevant files. –  Faheem Mitha Sep 4 '11 at 1:05

Why are you looking for /etc/dhcp3/dhcpd.conf? You should have a file /etc/dhcp/dhcpd.conf, is it present? –  Gilles Sep 4 '11 at 18:22
