I have a VPS running debian 7. Is there any way I can use the VPS as a guest OS in virtualbox?

What on earth do you mean by “use the VPS as a guest OS in virtualbox”? Do you want to replicate the VPS installation on your local machine? Do you want to use your local machine to serve a website? Do you want to install VirtualBox on the remote host? Something else? –  Gilles 2 days ago
